A propos du projet du PLU de Saint-Paul

j'ai parcouru attentivement les deux courriers des lecteurs des 26 juin et 2 juillet concernant le projet de PLU de Saint-Paul pour comprendre que les uns mettaient l'accent sur les inévitables spéculations foncières et financières qu'engendrerait sur notre littoral balnéaire un tel projet et que d'autres, occultant volontairement cet aspect-là, prétendaient que le souci de la commission d'urbanisme était de "réduire la pression humaine qui s'exerce depuis des décennies sur la zone balnéaire. " Je considère moi aussi que nos technocrates n'ont effectivement pas perçu que promoteurs et propriétaires pieds dans l'eau attendent avec avidité la sortie du fameux PLU et que des contacts discrets commencent déjà à se nouer !

Pourquoi ?
Parce qu'actuellement, et pour faire bref, le POS de 1991 (toujours en vigueur) permettrait de construire 400 m2 habitables sur des terrains de 1000 m2 situés en bord de mer, et ce étages compris.
Avec le nouveau PLU, ou pourra implanter des bâtiments sur 30 % de la superficie de ce même terrain, soit 300 m2, mai par dessus on pourra y ajouter un premier étage soit 300 m2 de plus, et par dessus encore un deuxième étage sous toit, soit environ 200 m2 en plus.
Qui peut soutenir encore que passer de 400 m2 habitables à 8 00 m2 a pour but de "réduire la pression humaine sur la zone balnéaire. " ?
Par ailleurs, comme il est écrit dans l'un des courriers, quand on longe le littoral balnéaire et même le rivage de Saint-Paul ville, toutes les constructions sont en retrait d'au moins 25 m par rapport à la plage, ce qui assure un minimum de sécurité en cas de houle cyclonique ou de raz de marée et sur le plan esthétique conserve à l'environnement balnéaire un cachet paysager. Or, avec le nouveau PLU, il sera possible de construire à 3 m de la plage. Ainsi les plages seront bordées par un front in- interrompu de bâtiments de 7 à 8m de haut !

Seul le PLU de 2001 (qui a été annulé pour d'autres raisons) respectait en partie la loi littoral, en rendant inconstructible une bande de terrain de 20 à 25 m longeant la plage.
Nul ne peut prétendre atténuer cette pression démographique entre Boucan-Canot et la ravi- ne Trois-Bassins en évoquant un projet de "sentier littoral"qui ne concerne que Saint-Paul ville ou "des percées sur la mer", toujours sur Saint-Paul ville et "un petit train des plages", tout à fait hors propos et en plus qui tient du fantasme. Il se trouvera bien un éditorialiste pour approfondir la question.
